We assume that the honoris causa doctorate degree you are referring to is the same as the Honorary Doctorate degree. The term ‘honoris causa’ – based on our research – is only found under Regulation of the Government Number 43 of 1980 on Guidelines for the Awarding of Honorary Doctorate Degrees (Doctor Honoris Causa). This Regulation of the Government is drawn up based on Law Number 22 of 1961 on Higher Education.
However, in this answer, we will not use the above two regulations as a new one has already been stipulated, namely Law Number 12 of 2012 on Higher Education (“Law 12/2012”).

Law 12/2012 does not actually provide a definition of an Honorary Doctorate degree. It only mentions that Universities that have doctoral programs are entitled to grant Honorary Doctorate degrees to individuals who deserve to obtain awards in relation to outstanding services in Science and Technology and/or have contributed services in the humanitarian field.[1]
The Honorary Doctorate degree is defined under Regulation of the Minister of Education and Culture 21/2013 as an honorary degree given by a university to someone who is considered to have contributed and/or made extraordinary work for science, technology, arts, social, culture, and/or services in the field of humanity and/or society.[2]
Universities may award such Honorary Doctorate degrees to both Indonesian Citizens and Foreign Citizens[3], who are:[4]
extraordinary in the field of science, technology, art, social, culture, humanity, and/or community sector;
very meaningful for the development of education and teaching in one or a group of fields of science, technology, art, socio-culture, humanity, and/or society;
very beneficial for the progress, prosperity, and/or welfare of the nation and state of Indonesia or humanity; or
extraordinary development of good relations between the nation and the state of Indonesia with other nations and countries in the fields of science, technology, art, socio-culture, humanity, and/or society.
In addition to the abovementioned requirements, prospective recipients of Honorary Doctorate degrees must also:[5]
have the fear of God Almighty;
have a minimum academic degree of bachelor or equivalent to level 6 (six) in the Indonesian National Qualification Framework (Kerangka Kualifikasi Nasional Indonesia/”KKNI”)[6];
have good morale, ethics, and personality; and
plays the role of proud citizens who love their homeland and support world peace.
Not just any university is allowed to grant Honorary Doctorate degrees. Universities which may grant Honorary Doctorate degrees are those which fulfill the following requirements:[7]
have faculties or departments that organize the same field of science as the field of science that becomes the scope of services and/or works for prospective recipients of Honorary Doctorate degrees;
organize a doctoral program in accordance with the provisions of the laws and regulations; and
have a full Professor in the field as referred to in letter b.
Procedures for the Awarding of Honorary Doctorate Degrees
In answer to your question regarding the procedure for the granting of Honorary Doctorate degrees, the Regulation of the Minister of Education and Culture 21/2013 actually sets out strict boundaries. There is only one procedure, there is no other alternative.[8]
The first thing to do is for the higher education Senate to evaluate the work of services as well as the propriety and feasibility of the candidates for receiving the Honorary Doctorate degree and submit it to the head of the higher education institutions. After that, the head of the university shall submit the result of the Senate’s assessment of the university to the Minister for approval. The Minister then assigns the Director-General of Higher Education to examine the works or services as well as the propriety and feasibility of the recipients of the Honorary Doctorate degrees. Finally, the Director-General of Higher Education on behalf of the Minister issues approval or rejection of the granting of an Honorary Doctorate.
If the granting of this Honorary Doctorate degree is approved, then the university will confer it in an open senate session.[9]
