    Definition of Supremacy of Law

    Regarding the meaning of the supremacy of law, Nurul Qamar in his journal Supremasi Hukum dan Penegakan Hukum, explains that the supremacy of law is the series of the words 'supremacy' and the word 'law', which comes from the English translation, and becoming the supremacy of law or commonly called law's supremacy (p. 152).

A.S. argues that etymologically, the word 'supremacy' is taken from the root adjective 'supreme', which means "highest in degree or highest rank" meaning being at the highest level.     Still, in the same journal, Soetandyo Wignjosoebroto states that in terminology, the supremacy of law means efforts to uphold and place the law in the highest position that can protect all levels of society without any intervention by and from any party including by state administrators (p. 152).

    Then, Wicipto Setiadi in his journal entitled Pembangunan Hukum dalam Rangka Peningkatan Supremasi Hukum, concluded that the purpose of the supremacy of law is to realize national stability, as one of the prerequisites for a good democratic mechanism (p. 14).

    Managing stability in this era of transparency is necessary because of the desire to build a democracy that accommodates harmony with freedom and transparency, law enforcement, and tolerance. One of the structural efforts that can be made to realize this is by upholding the supremacy of law (p. 14).
